    Background

    CTCSPMO was founded in 1986 with an aim to facilitate the course of modernization and professionalization of personnel management and development in Chinese public sector and to provide support for the continuously deepening reform and opening to the outside and the reform of Chinese public administration. As an public institution directly under Central Organization Department, it serves not only a training base for organizational and personnel cadres through the country, but also a platform for research on organizational and personnel work. It also acts as a channel for international training cooperation and a show case of modern training theory and practice for organizational and personnel departments at all levels. With the development? of past twenty years, CTCSPMO has made prominent achievement in terms of curriculum development, teaching, academic research, consultation, development of teaching professionals, international cooperation and exchanges and so on with exploration and accumulation of modern training methods and theories suitable for organizational and personnel cadres and fitting Chinese situation. CTCSPMO has successfully established itself as a prominent and influential training agency throughout China in the field of cadres training.

   Professional team

   CTCSPMO has a well trained team composed of 20 professional trainers, who have been educated and trained with modern training theories and methods. They are experienced in conducting training needs analysis, training programs designing, and courses development. Meanwhile, they also take on tasks of doing research work and consulting. In order to fulfill its responsibility, CTCSPMO has contracted a number of senior officials, experts, scholars and entrepreneurs both home and abroad as part-time lecturers.

   CTCSPMO incorporate teaching with research, which focuses on collective leadership basing on democratic centralism, and on the HR courses development. In addition, CTCSPMO offers management consulting and technical guidance to training institutions in China. Besides that, CTCSPMO also provides intellectual support to government departments and some SOEs with regard to the design and implementation of training programs, training skills and methods and so on.

   Strengthening Cooperation

   CTCSPMO has set up wide but close links with a large number of training and research institutions in China. At the same time, CTCSPMO keeps expanding its international cooperation channels and have established training cooperation and exchange programs with government departments and agencies, enterprises and research institutions in Switzerland, Germany, Austria, Sweden and Australia. In the process of implementation of those cooperative programs, CTCSPMO has invited hundreds of famous experts from North America, Europe and Asia Pacific Area to lectures in china.
